If Best Buy recieves 1000 records from Sony and doesn't return any of them, and happens to sell 900... will the RIAA report that 900 records, specifically, have been sold? From the wording of the two quotes, it seems like the RIAA would count the number of shipments (1000) minus the number of returns (0) and report a sale of 1000 records in their audit. This would be the net shipment to Best Buy... but not necessarily the amount of records Best Buy has sold. Perhaps you can clarify this.

Stores like Best Buy, Circuit City, and Wal-Mart are considered "big, over-the-counter" retailers. The moment the cashier swipes that CD across the scanner, that sale automatically goes into Soundscan since all the "big" retailers are hooked into Soundscan. That's where the 237,000 number came from.

All other types of stores, retailers, internet houses, mail houses and other markets that legitimally sell music have to report to the RIAA exactly how many CDs they sold from a certain artist. If some neighborhood store ordered 50 units of BTR and sold 30, then that store has to report to the RIAA that it sold 30 units, or in the RIAA's case that it only had 20 units left. Otherwise, that would be considered fraud and then all hell would break loose.

Or put it in even simpler terms:

You're a store owner. You order 100 units of BTR and you sell 70 units. You then have to report to the RIAA that you only have 30 units left of BTR. That's how the RIAA comes up with its number of units sold.
